Overview

The one-party system dominated by the Human Rights Protection Party (HRPP) is expected to remain in place in Samoa throughout the forecast period. The HRPP is will be keen to strengthen its already firm grip on power, and to this end is expected to pass legislation to suppress further the activities of political parties and individuals outside the HRPP, as well as to tighten the eligibility requirements for independents running for office. The government's huge fiscal deficit will limit its ability to increase expenditure to fund aid and reconstruction efforts in the aftermath of the tsunami that hit Samoa in late September. However, the government will benefit from financial support and the provision of personnel and supplies from international donors and neighbouring countries. The destruction caused by the tsunami is likely to have a positive impact on economic activity in 2010, particularly in the construction sector, as infrastructure projects are undertaken and homes and businesses are rebuilt. The large deficit on the trade account will remain a concern throughout the forecast period. The Asian Development Bank (ADB) expects consumer price inflation to slow to an average of 3.2% in 2010, from an estimated 5.7% in 2009.
